How to make an elite deadly slingshot?

 

You need to have 25 Deadly Slingshots and be level 4,000. After that the recipe to make the Elite version will be unlocked.

 

What is an Ithaca Stakeout? I can't figure out and I can't find in lists to purchase. Please and thank you.

It's a weapon, you can buy it from the Inventory. If you can't find it in there, go to the United States Location and go down to the final Outbreak. That weapon there is the Stakeout. Click on it and it will take you directly to it in the Inventory.
