Maybe rather than the tax on raids from energy, there should be a tax on the total amount of attack actions a player does each event.
All the attacks actions a player does on all raids for that event, are added to a counter, with the player get to each progress target amount of attack actions the XP received per attack action is reduced. ( I suggest attack action not damage done, to discourage players from attacking rather than healing when the party health goes below green )
That way player that want to spend to do lots of level still can, but it will get more and more expensive, the more the player does attack actions.
This could be off set by a healing actions counter, reducing a little the amount of XP that is lost from hitting the progressive total attack actions.
And if a player significantly disproportionately attack and does very low heal action the XP loss tax would be increase proportionately.
Then if a player want to get his mates to heal for them and not heal much them selves at all, they will not get anything like as much XP from raids.
Then we could have more healing strength for a heal action, also It would be good if energy drops was only received from heal actions;
Closing this loop hole and the bitter taste fair players have that see raids being used in this way.
And stopping the chops being broken on all sides of the argument.
