I completely understand what your saying Jerome.....but maybe this just shouldnt be a feature for low levels, from the early beginnings of these game the highest of levels have always been restricted to some extent and are not allowed to inflict their full might on any lesser player.....it basically defeats the purpose of leveling and making ones account stronger to a degree. In the end the lower leveled players simply need to use common sense and not go after the big dogs unless they r willing to suffer the consequences. The low to mid level player which make up the largest group of player in the games have everything available to them limitlessly and and have plenty to look forward to as they level up with this large group of players.
In the end the highest of levels simply dont need any more restrictions in order to level the playing field....the highest levels r should reap every benefit of their builds. In a feature like the one being suggested here.....the highest of levels should have the far better shot and things should not be put in place to insure they don"t. Its an "opt in" feature....so if a lower level wants risk the consequencs for a chances at the reward ...so be it. They just gotta know they have a lesser chance...in time maybe it will motivate some to level up and get stronger
Im not sure that the stats of some of the extreme high levels are as far apart from others as some may think, players at the highest of levels normally have a boat load of stam which costs 2 skill points each whereas the bulk of low to mid levels dont seem to focus as much on stamina.
