I know what you meant, but people also get friends to list them to keep bounty up, and giving them a timer would make it easier.
I'd rather not have timer as I said, I can see how could be abused.
Would it be possible to let us see "Our own bounty cost at X point during the day", without having to ask a friend? I 'DO NOT' wanna see any...
