They already do that. When a boss has less than 12 hours to live, all damage limits are lifted to allow it to be killed off before they expire.
I agree, Matthew. When I see those, and they are for inactive players, I remove them so that I can pick them up off the bounty list and get rid...
I don't think there is a difference yet. It's still in beta.
I prefer to think of this in terms of years, rather than levels. I should have a shot at unlocking the location myself in about 7 more years...
