the limit is not at 4 level, I am quite sure it is at 10 level. More than 10 level above cannot attack you, if you didnt attack them first.

I have no members with over 1000 points attack, so as long as they all are under this stats, the hired squads are usefull to me IMO
you can upgrade the limited items up to level 4 and you need the same parts and cash, that you use for other items. for upgrading hired squad...
