From experience, I'm pretty sure that that is not true. I hit out-of-range pirates all of the time, & when leveling up to the next range of drops...
If one only has "out of range" pirates to hit on one's Battle Board, will hitting them garner the "Current Level Range" drops?

I second what Neil is saying. When pirates from Kong send me a private message of Raid invitation, I have to convert it from Kong to Armor...
I went through the bonus energy & the day's energy refill & gave up with only 2 keys. I may try again later in the raid event to complete the set...
