I reconsidered my opinion : what about changing the minimum... in function of the tier? Example : tier1 2000 actions / tier2 4000 actions /actions...

I think, it is 3% of the XP you need for next level. Is there someone who noticed the same thing?
If you have 0 tokens, it takes exactly 13,5 hours to have 300 again. So you can connect twice a day, and it's enough to spend them all.
Investing before all the big events which rewards you with money is a must do:) Better income, so better reward to come :p
