Game placing hits now?

So I just got on Zombie Slayers this morning and got a pop up saying someone was on the hitlist, so I decided to check it out and it was 2 low lvl players on the hitlist...but when I checked the Paid by column both said "The UN" and when I clicked it, it took me to the home page. So my question...is the game placing hits now on players? The bottom pic was taken a few minutes after the original hitlit
