Well, it seems like gear shouldn't affect hitlist prices.

Then again, hitlisting's too damned expensive anyway. I can think of much better things to do with the $40,000,000 it would usually cost me to HL someone.

 

Their bounty would only be that high from repeatedly being hitlisted within 24hrs. It would tell you how many times they've been listed when you try to place the hit.
