Can you explain why I only have 17 and not 18 please? Was there an error?

 

I also only received 17, is this a level thing?

 

It says [Show Inner Circle Locks] and then unlock at lvl 1000. Is that it? I get the last one at lvl 1000? I am lvl 936 right now. Thank you.

 

1 unlocks at level 250, 300, 400, 500, 750 and 1000.
