You don't say which game you are playing. LCN has a tax for hitlisting lower out of range players repeatedly within 24 hours. The cost of a 4th list would be prohibitively high. Much higher than 32 trillion High bounty does not mean cheating. And it doesnt mean anything about how good they are in the game. High bounty means two things: 1. Player has put lots of resources into properties and raising income. 2. Player is aggressive fighter and gets hitlisted a lot and they keeps healing and getting listed etc etc. Probably works the hitlist too. They could be in a syndicate/armada/guild/faction that is warring. If you attempt to list them on desktop version (not app unfortunately), it will tell you how many recent lists they have. If it's a lot, you could wait for when they reset. If you have evidence of cheating..not suspicions, send a ticket to support and kano will look at after the weekend. DONT post their account details or link publicly here. Otherwise you could just move on to another target.
Not fishy at all if the person has been listed over and over in a 24 hour period and then listed again before the player resets.
