What I envision is a new pirate maybe several new pirates where we see posts "Warning: Blackbeards ship has been spotted 20 miles out heading for Fort Victoria" then a short time later "Beware Blackbeard has arrived at Fort Victoria" those pirates who have leveled to Fort Victoria are now in danger Blackbeard will attempt to usurp their power of that land by bountying them. All who are of level are free game if alive, hiding in the hospital will not save them from his wrath.

sounds cool my own twist would be you have a chance to defeat him(though improbable) if you are on at the time he is coming for you you can have a special 1v1 against him where you cant heal and he hits just as hard as you until you die, would drop special items only available through fighting him. he would give some good xp and once you die he heals you and you are listed for everybody to plunder. then he eventually moves onto next active target lol

Yes, you should have to declan to catch a bounty, I am not of the mind, to let clan catch,I want a rival list, that is the best part of being listed. BTW if anyone does declan me for a bounty, do not bother resending a clan request,either.
