I like the OP's idea. I don't use the chat much myself, but you shouldn't be able to spout off if you're on your deathbed.
Simple solution if you do not like what is going on in WC, dont look at it. I, myself, enjoy being annoying and love making fools of the know it alls and posers. Again, I will go slowly, if you do not like it do not look at it
