I think in hitlist anyone can attack anyone but is there a attack level range just for normal attacks? Can a level 1000 attack a level 500? What about hitlisting people?
Over level 300 anyone can be listed at any time. For normal Fighting, you can usually attack 10% up and down your level, although there are exceptions to this rule.

In normal game play, a level 1,000 cannot attack a level 500 from the fight list. It's not possible. A level 1,000 should see all slayers that are healed beyond 20% health from level 900-1100 (10% up and down) (10% of 1000 being 100). Now, if that level 500 decides to poke at the level 1,000 on the hitlist, or punch the level 1,000, then he is available for attacks from the level 1,000's rival list for 24 hours, 41 attacks or the level 1,000 kills him in any capacity (fight kill or by putting him on the hitlist) whichever comes first. Even beyond the kill, the level 500 will remain on the rivals list for quick reference to punch, or list again (up to 15 times before protection is offered to him). Hope that helps.
Understand that 41 is the max number of attacks. For some reason, kano counts punches in the attack count for the 41, but not in the attacks won stat on your profile page....go figure.
