How come my bounty isn't going up?

I have been placed on the hitlist a lot but my bounty hasn't seemed to raise! Why is that?

 

If your syndicate is at war, different players from War Enemies will be able to list you for your standard price once a day.

turn syndicate wars off and your hit cost will immediately increase to what it should be.. even though the game is a lot more fun in war mode
