Yes, but unfortunately they have a interruptus style of making new locations, they stop at 99% without adding the elite and optimal crafting and make you wait a year for it, until that might be useless.
I think I have a picture of the person who wrote the new Location... *For those who don't get the reference, Deadpool is a comic character known for breaking the Fourth Wall. For example, he is aware he is in a comic book and will frequently joke about it.
The crafting was ready more than two weeks ago when they released the location, it does not need any more work, only a decision to when to push the release button.
Great! I was getting worried there. I'll be hitting Victoria in about 4 or 5 years and was crafting wasn't going to be available.
honestly, i don't see why crafting wouldn't be released when the city it released...that just makes sense

I personaly like that raids are coming like usual, even if is Christmas, but is true I dont like the delay with crafting
