I guess at noon pacific they start processing the lottery for each game one after another, and for each platform, but only for one game on one platform at the same time, and each one may take a few mins. Probably they are procesing the lottery in Kong last. In the time between noon pacific and until they are processing for that game and that platform shows: 1 second.
