The Sombrero Shield required a drop from a level 875 Outbreak, so the minimum level to unlock the blueprint has been rectified to match.
You are correct, I just did an audit and there are a handful of Recipes where the unlock level is below some of the inputs. We'll look to correct all of these very soon.
