Top Squad

I recently remove someone from my top squad to put someone else on and i couldn't and now it says
"The maximum allowable Top Squad spots is 18. If you would like to add another Zombie Slayer please remove someone from the Top Squad list first."
but, it before i had 20 as the limit and now 18??

that make sense because i just clicked [ Show Top Squad Unlocks ] and found
Unlock at level 120
Unlock at level 130
