arenas are only one hour events now like bounty freezes... i mean, blitzes. might as well forget the second phase. just make them one hour events now and change the help info (which is useless now) to reflect that, so lower level/newer players don't get the wrong impression about their chances and get disappointed. it's also interesting to note that arenas aren't being promoted anymore in TGIF posts or anywhere else. i couldn't even get any levels in the last arena, but i guess we're stuck with them since there are achievements tied to them that most of us will never get, even if we play for YEARS.
